Bad breath and best in a sentence is a bit much.There is no good time-ever.

It depends on the type of bad breath. I think it would more likely be, when is it most tolerable, and who’s breathing it on you. When I was a kid on the bus going to school, I remember all these “old” people with coffee breath, and it made me nauseous. I still don’t like it, but I don’t get the same visceral reaction now.
I love beer breath (I don’t know why) so maybe at night between the sheets.

First thing in the morning. I hate morning breath, but it’s not as bad as garlic breath.

I didn’t know there was a good time. I can’t handle it any time but I would say it’s worse in the morning when you haven’t eaten and you’ve just started your day.

just after waking up my breath can kill an elephant
some toothpase is a clear sure remedy
